With over 30 years of experiences in the ICT industry, Rodney has spent the last 20+ years crafting IT Security practices, since the advent of firewall solutions in Malaysia in 1999. He started building SOC practices circa 2000 and continues to provide consultancy and services for customers across industries. Rodney began his career in the Oil & Gas Industry, and has since built a wealth of experiences supporting customers across various industries such as Government, FIs and Telcos.

Rodney is passionate about cyber security trends and practices. As a cyber security subject matter expert, he frequently shares his thought leadership at many key industry forums such as Asia Business Forum, Annual IT Security Forums, Central Bank-RMiT Forums and countless seminars across ASEAN countries. In an iconic ISO27001 conference, Rodney has shared the stage with Professor Ted Humphrey (the father of BS7799) deliberating cyber security agenda. He also regularly speaks at one of the state Government’s CIO/CISO Summits and worked closely with another state Government to build their SOC. Rodney has also been conducting workshops on Malaysia Central Bank’s Guideline (RMiT) Compliance since 2016. He is a strong advocate of the importance of Compromise Assessments, aligned to the Central Bank’s latest directive issued in May 2021.

As a passionate veteran cyber security practitioner, Rodney personally runs a Cyber Security Threat and Incident Notification Broadcast to more than 200 CIOs/CISOs since 2015. This platform serves to keep the members aware of the increasing threats and vulnerabilities; and how to adequately react to mitigate cyber risks.

Professor Dr. Ag. Asri Ag. Ibrahim

Ag. Asri Ag. Ibrahim is a Professor at the Faculty of Computing and Informatics, Universiti Malaysia Sabah (UMS), and has served as the university's Chief Digital Officer (CDO) since 2020. With a dedicated career at UMS spanning over 26 years, he brings a wealth of academic and administrative experience to his roles. He earned his Doctor of Philosophy (PhD) in Electronics from The University of York, United Kingdom, in 2008. Prior to his doctoral studies, he completed both his Master’s Degree in Computer Science and his Bachelor’s Degree in Computer Science at Universiti Malaya. He is an active and prolific researcher. His primary research interests include data sonification, emotional (Kansei) engineering, and human-computer interaction. He has authored and co-authored over 144 articles and proceedings, achieving an H-Index of 20. He has also served as a principal investigator and research member on more than 37 research grants. His research findings have been widely disseminated at national and international seminars, where he has been featured as both an invited and keynote speaker. Furthermore, his work has garnered recognition at innovation competitions, winning medals at both national and international levels. Beyond his academic contributions, he is actively involved in community engagement, including STEM programs and technology empowerment initiatives for entrepreneurs. In recognition of his expertise, he has been appointed as a subject matter expert and a member of the digital entrepreneurship committee for the Malaysia Digital Economy Corporation (MDEC).

Ebenezer Godomon

With more than 30 years working experience in ICT, he is currently a Deputy Director, and head of Cyber Security at the Sabah State Government's Computer Services Department. He is a founding member, and currently manages the Sabah State Government's Cyber Security Incident Response Team (sgCSIRT), which was established in 2002, the first state government in Malaysia to establish such a team.

He is also the founding head of its pen testing / vulnerability assessment team, which has performed more than 2,000 pen tests in more than 15 years.

For 12 years (2008-2020), he was the founding head of the Sabah state government's data centre, the first data centre specifically set up for the state government of Sabah.

Oreynie Arlina Yeop binti Md Arling

Oreynie Arlina Yeop binti Md Arling is the Principal Assistant Director for the Management & Human Resources Division of the Sabah State Government's Computer Services Department. She leverages extensive public sector experience in strategic governance, legal affairs, and human resource management.

Prior to her current leadership role, Oreynie served as an Assistant Director at the Sabah Maju Jaya Secretariat. Her duties were centered on facilitating the Sabah Maju Jaya (SMJ) Development Plan 1.0 (2021-2025) with professionalism and effectiveness. Her scope of responsibilities included strategic communication, serving as the secretariat for technical, steering, and ad hoc committees as well as providing crucial facilitation and transition management. She also provided support on legal documentation—conducting preliminary vetting and review before materials were referred to the Sabah State Attorney General's Chambers for final advisory and approval.

Her career also includes a strategic secondment to the Sabah Oil and Gas Development Corporation (SOGDC). There, she supported a range of key functions including assisting on legal matters, managing administrative tasks and supporting disciplinary proceedings.

Oreynie began her public service career following her first posting at the Sabah State Attorney General's Chambers. She holds a Masters in Criminal Law & Procedures from the University of Sunderland and a Bachelor of Laws (LLB Hons) from Northumbria University.

Shariffah Rashidah Syed Othman

Shariffah Rashidah has served the Government of Malaysia as an Administrative and Diplomatic Officer since 2004, starting in the ICT and Technical Division of the National Security Council (NSC) before moving to the Cyber and Space Security Division in 2006. She began as an Assistant Director and later advanced to Principal Assistant Director, spending nearly two decades formulating, coordinating and monitoring national cybersecurity policies in Malaysia. Her key contributions include the development of the NSC Directive No. 24: Policy and Mechanism for National Cyber Crisis Management, the NSC Directive No. 26: National Cyber Security Management, the National Cyber Crisis Management Plan, the National Cyber Coordination and Command Centre (NC4), the National Cryptography Policy, the Malaysia Cyber Security Strategy 2020-2024, the Cyber Security Act 2024 [Act 854] and the Malaysia Cyber Security Strategy 2025-2030. 

At regional level, she helped shape the ASEAN Regional Forum (ARF) Work Plan on the Security of and in the Use of ICTs, facilitating the establishment of the ARF Inter-Sessional Meeting on ICTs Security (ARF ISM on ICTs Security) and the ARF Points of Contact on ICTs Security. From 2018 to 2020, she co-chaired the ARF Open-Ended Study Group on ICTs Security alongside Singapore and Japan. She was also involved in the development of the ASEAN Checklist for the Implementation of the Norms of Responsible State Behaviour in Cyberspace and the establishment and operationalisation of the ASEAN Regional CERT and the development of the ASEAN Cyber Security Cooperation Strategy 2026-2030.

She led Malaysia’s delegation to the United Nations Open-Ended Working Group on the Security of and in the Use of ICTs (OEWG) 2021-2025, which recently concluded with the establishment of a permanent Global Mechanism that is inclusive and universal in nature, addressing developments in the field of ICTs in the context of international security and advancing responsible state behaviour in the use of ICTs.

As one of the key personnel behind the creation of the National Cyber Security Agency (NACSA), she was appointed Director of Policy and International Cooperation at NACSA in July 2020. Recognising the importance of cyber security in public services, she later served at the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) as Senior Principal Assistant Director in the Public Sector Reform Division. During the COVID-19 pandemic, she supported the COVID-19 Immunisation Task Force (CITF) by contributing to the development of the MySejahtera application including the enhancement of the vaccination module.

Upon returning to NACSA’s Chief Executive Office, she continued coordinating national cyber security efforts. From March to August 2023, she performed the duties of Chief Executive of NACSA before resuming her role as Director of Policy and International Cooperation until July 2025. Starting from 1 August 2025, she was appointed as the Deputy Director General of the Personal Data Protection Department, Ministry of Digital and was subsequently appointed as Personal Data Protection Commissioner, effective 3 September 2025.

Colonel Francel, a distinguished alumna of the Philippine Military Academy's "Sanghaya" Class of 2000, serves as a commissioned officer in the Philippine Army's Signal Corps. With a career spanning 29 years, she has excelled in technology-driven roles, contributing to security, research, teaching, operations, and administration.

She has held diverse positions, including VVIP protection as a member of the Presidential Security Group and critical roles during the COVID-19 pandemic as Information Systems Officer for the Task Force and Head Executive Assistant to the Chief Implementer of the National Action Plan Against COVID-19. 

She also commanded the 7th Signal Battalion in Northern Luzon, overseeing Command, Control, Communications, and Cyber (C4) systems, driving modernization, and implementing innovative strategies in her area of operations.

Colonel Francel's exceptional achievements have earned her international acclaim. She was recently a  TEDx Speaker highlighting her advocay on the revolutionary “Cyber for Peace Initiative”.

In 2023, she was named Global Cybersecurity Woman Leader of the Year, chosen from various nominees across 62 countries. She is among the Top 30 Women in Security in ASEAN in 2021 and one of the Top 10 Women in Cyber Security in the Philippines in 2020. She has been recognized by international entities as an Epic Woman in Cyber and Wonder Woman in Tech. She was featured in the International Cyber News magazine during Cybersecurity Month 2023—the first Filipino honored in its pages. 

She was also appointed as the Responsible AI Governor of the Philippines by the Global Council for Responsible AI.

As the Armed Forces of the Philippines’ first-ever female Spokesperson in the AFP’s 89 years of existence, Colonel Francel balances her roles as a Certified Ethical Hacker, Certified Secure Computer User, an international lecturer, and a staunch advocate for Women, Peace, and Security. She is a mentor, gender and development (GAD) trainer, a development practitioner, judoka, a pistol expert, and devoted mother of two wonderful sons.

A trailblazer in both military and cybersecurity fields, Colonel Francel exemplifies resilience, innovation, and leadership, inspiring many through her dedication and advocacy.

Kelvin Chua

Kelvin Chua is Fortinet’s Regional Director for Systems Engineering covering Southeast Asia & Hong Kong. As a security and networking industry veteran, Chua has more than 28 years’ experience in systems engineering, sales and business development across Asia Pacific. He has special expertise in cyber security incident management, breach detection and ethical hacking.

At Fortinet, Chua leads a team of engineers to ensure optimal application of technology and engineering resources to meet product development and customer requirements. He will also provide technical direction and assist country sales leaders in business development.

In his career, Chua has regularly supported his sales teams to exceed their business and customer satisfaction objectives. He has served as APAC systems engineering director at Blue Coat Systems, and before that, in Allied Telesis’s networking companies in a variety of engineering and technical consulting roles over a long period. Ts. Dr. Arif Mandangan is a Senior Lecturer at the Faculty of Science and Technology, Universiti Malaysia Sabah (UMS), specialising in post-quantum cryptography, especially in lattice-based cryptography. He is currently appointed by the Malaysia Chief Secretary to the Government as an Expert of Asymmetric Division in the Malaysia Cryptology Technology and Management Centre (PTPKM). He holds a PhD in Cryptography from Universiti Sains Malaysia (USM) and MSc in Mathematical Cryptography from Universiti Putra Malaysia (UPM). He has been recognised with prestigious academic honours including the Graduate on Time Award (PhD) and the Hadiah Sanjungan Tesis Kategori Doktor Falsafah (PERSAMA).

Ts. Dr. Arif is a key contributor to Malaysia’s cryptology and cybersecurity ecosystem. He serves as a member of the Malaysia Board of Technology (MBOT), Malaysian Society for Cryptology Research (MSCR), Persatuan Sains Matematik Malaysia (PERSAMA), and the Mathematics and Computer Graphics Association Sabah (MAGRAPH). His extensive teaching portfolio covers a range of mathematics, cryptography, and data analytics courses at UMS, while his leadership roles include Head of the Mathematics Computer Graphics Programme and Deputy Director of the Data and Information Management Centre.

Actively engaged at both national and international levels, Ts. Dr. Arif has represented Malaysia in major conferences and workshops such as the Cyber Defence and Security Exhibition and Conference (CYDES 2025), the South-East Asia Post Quantum Cryptography Summit (2024), and the 9th International Cryptology and Information Security Conference (CRYPTOLOGY2024). He is also a frequent invited speaker on cybersecurity awareness topics for government agencies and the public.

A prolific researcher and innovator, Ts. Dr. Arif has led multiple research grants on enhancing the efficiency of asymmetric cryptosystems and developing robust countermeasures against advanced cyberattacks. His work has earned numerous accolades, including several Gold Awards at some international research innovation competitions. He also contributes to the development of Malaysia’s trusted cryptographic standards as a Panel Pakar Penilai for CyberSecurity Malaysia’s MySEAL initiatives.

Andre is the Asia Pacific Cybersecurity Vice President and Chief Information Security Officer at Schneider Electric, where he is responsible for leading, animating and implementing the IT and OT cybersecurity programs for the Asia Pacific region.  

Andre brings over 30 years of cyber experience, a SANS Technology Institute Master of Science in Information Security Management, and 18 major cybersecurity certifications. Rita Irina is currently serving as the Deputy Chief Executive Officer (Stakeholder Affairs & National Engagement) at My Digital ID Sdn Bhd, on secondment from her role as Director of Regulatory & Corporate Affairs at Astro Malaysia. In her dual capacities, she leads national stakeholder collaboration, public engagement efforts, and leads the Group’s anti-piracy initiatives, contributing both to Malaysia’s digital transformation, a contribution she regards as a meaningful form of national service and content protection ecosystem.

With over 23 years of experience spanning public policy, regulatory affairs, strategic partnerships, and transformation programmes, Rita has held senior roles across the government, technology, and corporate sectors. Her work has focused on policy-to-market implementation, digital economy development, and stakeholder mobilisation at national scale. She played instrumental roles in shaping ICT and digital economy narratives, driving delivery for national transformation agendas, and formulating cross-sector engagement strategies.

Among her notable achievements, Rita co-developed the Sarawak Women Leadership (SWOT) program with the Women Leadership Foundation (WLF) and was recognised with the 2022 Outstanding Women CEO Leadership Excellence Award for her leadership and impact across sectors.
